Department Overview

To realize Rakuten Mobile's strategy, this department combines Operational Excellence (such as payroll, social insurance, and attendance management), Center of Excellence (such as HR systems and talent development), and HRBPs driving the strategy, taking responsibility as HR specialists. Operating in a global environment, the department plans and manages HR policies and strategies while leading initiatives to energize the organization.

Our department provides HR services to over 3,000 employees. As HR specialists, our responsibilities extend beyond operations to include addressing challenges and managing projects, covering a wide range of tasks. This recruitment aims to strengthen our organizational capabilities by hiring candidates who can take the lead and drive progress forward.

Position Details

As a manager level position in the Employee Relations Section (responsible for labor related matters, labor compliance, etc.), you will be entrusted with the following responsibilities :

  • If hired as a senior manager, you may also oversee the entire labor management department, including payroll, attendance, and social insurance, in addition to labor-related tasks.

Specifically

  • Planning and operation of workstyle related systems and welfare programs
  • Ex : Planning related to working hours management and labor conditions, considering welfare programs tailored to diverse lifestyles, etc.

  • Planning and development of systems tailored to employment types
  • Ex : Management tasks aligned with employment contracts (fixed-term, indefinite-term contracts, etc.), consideration of executive compensation, etc.

  • Improvement of operational tasks (planning and execution)
  • Ex : Improving operations using internal AI tools (Powerautomate, Blueprism), automating data analysis, etc.

  • Labor compliance management
  • Ex : Investigating disciplinary cases, resolving labor related issues, etc.

  • You may also be asked to participate in or manage projects within the team or cross functional projects involving other departments.

    Mandatory Qualifications :

  • Over 5 years of practical HR experience in a business company (including at least 3 years of labor management experience)
  • Experience in evaluating and developing subordinates (at least 3 years of subordinate management experience)
  • Bachelor's degree or higher
  • Desired Qualifications :

  • Experience in payroll, attendance, and social insurance operations (3+ years)
  • Certified Social Insurance and Labor Consultant (Shakai Hoken Roumushi) qualification
  • English proficiency (TOEIC score of 800 or higher)
  • Strong communication and interpersonal skills
  • Ability to adapt flexibly in a rapidly changing environment
