Trade Compliance & Logistics Manager
Summary : Position Summary :
This highly visible and rewarding position will provide supervision and regulatory guidance to all Trade Compliance relevant business transaction under the Momentive Japan entity. It will further support global Trade Compliance process standardization and trade optimization efforts.
The JP Trade Compliance Manager is responsible for ensuring compliant import and export activities into and from Japan and will support other country activities in the APAC region, as required. This position will interface with freight forwarders, customs officers, METI and other JP authorities, custom brokers, consultants, internal business stakeholders and external customers on all matters pertaining to local customs laws, as well national and international foreign trade regulations, incl. sanction and embargo policies.
Responsibilities Include :
Tasks and responsibilities of the position :
- Monitor regulation changes affecting local Customs or Foreign Trade laws, and translate changes into existing processes, or drive new process implementation if required.
- Provide regulatory guidance and oversight on import / export issues.
- Provide legal training on Customs ( AEO training) and Export Controls to various functions and levels in the organization
- Responsible for maintaining AEO status for Momentive Japan business
- Act as contact person for customs officials or officials from other local authorities, such like METI. Lead the related department and prepare for the necessary documentation when an audit by such authority is conducted,
- Interface with customs brokers, freight forwarders and other service providers to effectively provide import / export instructions and oversight.
- Work with Global team members, business leaders and other key stakeholders to successfully implement and upgrade the internal policies and processes like HS classification process, export controls process, country of origin etc.
- Quantify cost savings opportunities for participation in preferential trade programs and provide oversight of compliant implementation of programs
- Identify Customs risks areas and develop actionable plans and procedures to mitigate those risks
- Assist with strategic projects to improve efficiency, compliance and cost reduction initiatives
- Monitor regulatory upcoming changes affecting Customs requirements in the country and translate changes into operational procedures
- Identify opportunities for Customs duty / tax reduction in country and lead the implementation of Customs programs such as AEO, simplified procedures, Customs regimes, etc.
- Revise established compliance policies and practices in accordance with changing legal framework and business models, seek out automation opportunities.
- Establish workflow / process improvements through the use of automation to strategically optimize global trade management related activities.
- Maintain and conduct audits of import / export transaction to affirm internal controls in areas including classification, record keeping, value, origin, licensing etc., implement any necessary corrective actions to any audit findings
- Support day-to-day logistics or procurement issues escalated by the business or other functions
- Create “proof of origin” document in accordance with FTA rules of Origin and submit it to JCCI system to issue FTA certificate of Origin, not only for Momentive entities but also for Domestic / Overseas Customers.
- Respond any inquiries from Domestic / Overseas Customers related to Trade Compliance issue.
- Update SAP data related to Trade Compliance, such as Duty Matrix, HS codes etc..
Qualifications :
The following are required for the role
Minimum Qualifications :
Bachelor’s degreeAt least 5 to 10 years’ experiences directly related to Japan Export / Import Licensing and trade compliance management.Have experience in customs clearance and HTS classification issue resolving, freight forwarding and broker management.Familiarity with Japan EPA / GSP regulations, can provide guidance for the qualification analysisExperience in drafting and submitting Export / Import licenses / agreements, Customs commodity HS Code classification ruling application, jurisdiction determinations and advisory opinions for marketing, sales and procurement activities.Familiarity with Japan METI export control laws and regulations, and corporate licensing and compliance tracking systems.Demonstrated strengths will include a highly collaborative work style, the ability to anticipate problems, success in resolving difficult situations and effectively communicate with all levels of stakeholders.Ability to work independently and pro-actively, with minimal guidance and supervision.Experience with trade automation, global trade management systems / software and data analytic tools are highly sought after, such as SAP, Excel, etc.May require occasional travelStrong written and fluent oral communication skills in Japanese and EnglishWhat We Offer :
