    The General Affairs Department at Rakuten Total Solutions (RTS) plays a crucial role in supporting the smooth operation of the entire RTS Group.     The RTS General Affairs Administration Group plays a vital role in the company's risk management by conducting final checks on critical documents such as contracts, seals, and electronic signatures. A key feature of this group is its close collaboration with the Legal Department and business units, bridging the gap between regulations and practical operations.

    Position Details

    This position plays a crucial role in ensuring the smooth operation of the company's business activities by guaranteeing the appropriateness of seals and electronic signatures on contracts and internal documents.

    Beyond simply affixing seals, your mission is to support organizational operations while maintaining a balance of governance, operational efficiency, and risk management. This includes evaluating the validity of approval decisions, managing risks, improving the operation of the approval system, and strictly controlling seals and certificates.

    You will lead the promotion of electronic contracts and the development of related rules through collaboration with the Legal, General Affairs, and business departments. As a hub for each organization, you will serve as a liaison between regulations and practical operations. The opportunity to deepen your knowledge of laws, internal regulations, and risk management, and to enhance your skills through your work, is also an attractive aspect of this position.

    Depending on your experience and aptitude, you may also be responsible for general affairs tasks or sales administration for outsourced operations.

    Detailed Responsibilities

  • Consideration and execution of various governance improvement measures related to seals and contracts :
  • Plan and promote projects to improve governance, such as strengthening risk management systems, improving operational efficiency, and reducing costs related to seals and electronic signatures.

  • Verification of the appropriateness of approval decision contents (approvers, routes, amounts, etc.) and management of approval flows and systems :
  • Contribute to strengthening internal controls by verifying approval contents, optimizing approval flows, and improving systems.

  • Management of seals and electronic certificates, and handling of delegation and regulations :
  • Appropriately manage seals and electronic certificates based on internal regulations and prevent the risk of unauthorized use.

  • Development, updating, and management of internal regulations for the General Affairs Department
  • Sealing and electronic signature preparation operations for various contracts, applications, etc. / Contract management operations
  • Responding to internal inquiries regarding sealing, signing, and contract management
  • Managing company-wide business card application operations
  • Response and management as the secretariat for anti-social forces measures
  • Other

    General Affairs tasks, or Sales Administration tasks for externally contracted services.

    Depending on experience and aptitude, in addition to the Ouin (seal / stamp) duties, the candidate may be assigned to one or more of the following responsibilities :

  • Operation and management of internal facilities.
  • Operation and management of office entry security rules.
  • Participation in the operation of large-scale internal meetings / events.
  • Responding to inquiries from employees.
  • Business process re-engineering and operations related to general affairs.
  • Other general administrative tasks related to general affairs.
  • Sales administration related to externally contracted services (preparation of estimates, issuance of invoices, customer support, etc.).
  • Work Environment

  • The organization consists of about 25 members, most of whom are mid-career hires.
  • Members include individuals with various industry experiences and back-office experiences in HR, general affairs, and legal, and Sales.
  • Mandatory Qualifications :

  • Minimum of 3 years of work experience in a business corporation.
  • Minimum of 3 years of experience in administrative processing of contracts, approval requests, and applications.
  • Comfortable with reading and writing business emails in English.
  • Desired Qualifications :

  • Minimum of 3 years of work experience in administrative departments such as General Affairs, Legal, or Human Resources.
  • Practical experience and knowledge of electronic contracts and seal-related operations.
  • Interest in governance, internal control, and business process improvement.
  • Business Legal Affairs Certification (Level 2 or higher).
  • TOEIC score of 800 or equivalent English proficiency.
  • Proficiency in business-level English communication (reading, writing, and conversation).
